JOB DESCRIPTION

 

The Assistant Superintendent of Human Resources reports to the Superintendent and is part of the CORE Team.  They are an essential component of the SAS leadership team in the District’s efforts to achieve educational excellence for all students. They work collaboratively with district leaders, building leaders, and all staff to ensure that students are provided with an optimal education with the least restrictive learning environment.  The Assistant Superintendent of Human Resources leads the HR team in the day to day operations responsible for payroll, benefits, staff attendance and guest teacher management, staffing, hiring, and each employee’s personnel file, employment cycle and professional matters.  They provide leadership to district administrators and department in all areas relating to personnel, contract administration, and risk management. They help lead the District’s collective bargaining efforts and the implementation of all collective bargaining agreements and union matters. They assist the Superintendent in supervising district-wide operations, organizational systems and maintaining a high level of accountability to enhance a positive working culture.

QUALIFICATIONS
Required Education/Certification

• Masters of Arts in Human Resources or related field with previous experience in Human Resources
• Masters in school administration, Educational Leadership or equivalent of with previous experience in Human Resources
• SHRM-SCP, SHRM-CP or CHRS certification preferred 

Preferred Experience

• A minimum of five to seven years of school leadership experience in human resources.
• Working knowledge of Michigan Department of Education, employment law, benefits and collective bargaining law.
• Experience as a Chief Negotiator and management of multiple collective bargaining agreements.
• Extensive knowledge and training about diversity, equity and inclusion as it relates to human resources, staffing, hiring and retention practices.
• Experience in personnel management duties preferably in a large school district.
• Ability to lead grievances, school and labor laws.

RESPONSIBILITIES & DUTIES

• Serves as a member of the Superintendent’s CORE administrative team, providing leadership and support district-wide. 
• Maintains a working environment that promotes a healthy culture of high expectations, inclusive and exceptional support.
• Plan, organize, coordinate and direct a variety of complex technical operations involving efforts of multiple specialized units of a broad personnel management program for a large school district. 
• Plans, organizes, implements and directs personnel functions and procedures in connection with applications, eligibility, appointments, promotions, demotions, transfers, dismissals, resignations, layoffs, reemployment, vacation and leaves, job descriptions, credentialing and equal employment opportunities.
• Develop, train and implement a comprehensive hiring process for all hiring administrators, which is transparent, consistent and includes components that align with the DEI work in supporting the recruitment and retention of diverse candidates and greater staff representation throughout the district. 
• Works cooperatively with HR staff to process bi-weekly payroll for 600+ hourly and salary employees, including benefits, stipends, etc. 
• Leads and supports the staffing and master scheduling process district-wide as it relates to all personnel actions, assignments, transfers, reassignments, promotions, disciplinary actions, salary placement and benefits. 
• Assumes responsibility for the development, administration and revision of written contract affecting the employment provisions of district personnel. 
• Plans, develops and coordinates training and staff development programs for assigned personnel and district leadership.
• Responsible for the development and implementation of a clear, transparent and annual evaluations for all district employee groups. 
• Demonstrates a proven track record of fostering an inclusive and equitable workplace environment.
• Makes periodic reports to the Superintendent with respect to the operation of the Human Resources Department.
• Maintains complete and accurate records on all district personnel and position control. 
• Administers the salary schedules and salary provisions in accordance with the District policy and regulations. 
• Continue to grow partnerships with colleges and universities to create a robust student intern program to enhance recruiting and hiring practices.
• Advises the Board of Education in negotiations of contract provisions and salary structures. 
• Provide training and implementation for fair, consistent and transparent progressive discipline and staff accountability to all direct supervisors and administrators district-wide. 
• Develops and maintains relationships and frequent communication with union leadership. 
• Establishes and maintains effective communications and working relationships with federal, state, county, city and local school district officials relative to assigned areas of responsibility.
• Monitors, interprets and evaluates federal, state and local legislation, codes and regulations to ensure compliance in the assigned areas of responsibility for the District.
• Responsible for the development and maintenance of current job specifications for all position classifications. Provides direction and supervision over the district’s workers’ compensation and benefit functions.  
• Provides counseling service for District employees in personnel matters; advises employees on policies, rules, regulations and procedures relating to compensation programs for certificated and classified employees, such as, vacation, sick leave, holidays, insurance worker’s compensation, retirement, FMLA and other employee benefits.
• Attends all Board of Education meetings representing the Human Resources Department.
• Monitors legislative changes affecting public education, participates in the development of legislation affecting school finance and human resources management. 
• Performs other duties as assigned by the Superintendent.

ESSENTIAL DUTIES

• Knowledge of and skills in interpreting applicable federal and state laws, and developing district policies and procedures.
• Knowledge of current principles and methods of public school personnel management; comprehensive knowledge of school personnel law, and school district organization. 
• Comprehensive knowledge of selection, transfer, reassignment, promotion, evaluation, demotion and dismissal of personnel, as well as EEO – affirmative action concepts, laws and procedures.  
• Ability to collect, interpret, and analyze complex technical data, as well as identify potential problems, evaluate alternative solutions, and prepare sound recommendations. 
• Ability to make difficult decisions, establish and maintain effective working relationships with others and the ability to express oneself clearly and concisely, both orally and in writing.   
• Ability to use computer network systems and software applications as needed.
• Ability to develop and implement projects.
• Ability to organize multiple tasks and conflicting time constraints.
• Ability to engage in self-evaluation with regard to leadership, performance and professional growth.
• Exemplary attendance and punctuality.

TERMS OF EMPLOYMENT

• Year-round position; 260 days
• Paid vacation, holidays, supplemental stipends and full benefit package defined in the Saline Area Schools unaffiliated contract.

Saline Area Schools is a district comprised of several school buildings, each offering unique educational opportunities. Here's an overview:

 

Saline High School:  Enrollment: Approximately 1,500 students; grades 9-12
Highlights: SHS is known for its strong academic programs, including Advanced Placement (AP) courses and career and technical education pathways. The school boasts very successful athletic teams, performing arts programs, and numerous extracurricular activities.

• Saline Alternative High School:  Enrollment:  Approximately 40 Students; grades 9-12 

Highlights:  Provides an alternative educational pathway for students who may benefit from a more personalized approach.  Small class sizes and individualized instruction plans.  School emphasizes social-emotional learning to support students’ holistic development and prioritizes creating a support environment where students can thrive academically and personally.

• Saline Middle School:  Enrollment: Approximately 1,000 students; grades 6-8

Highlights: SMS provides a supportive learning environment for students transitioning from elementary to high school. The school emphasizes academic rigor, character development, and extracurricular involvement. Recent initiatives include expanded STEM offerings and enhanced 

student support services.

• Heritage School:  Enrollment: Approximately  625 students; grades 4-5

Highlights: Heritage School fosters a nurturing environment for elementary students, focusing on academic achievement and social-emotional growth. The school offers specialized programs in literacy, mathematics, and science, along with enrichment opportunities in art, music, and physical education.

• Harvest, Pleasant Ridge, and Woodland Meadows Elementary Schools:  Enrollment: Approximately 450 students/each school; grades Y5-3

Highlights: Our elementary schools work to provide a well-rounded education for all its students with a focus on differentiated instruction and personalized learning.  Recent initiatives include implementation of project-based learning and the integration of STEAM activities into the curriculum.

 

Saline Area Schools is also the proud home of:

• The award-winning Young Adult Program:  Helps students (18-26) grow even more independent and partners with local businesses to offer students the ability to learn skills for future employment. The Michigan Association of School Boards recognized the program with its Education Excellence Award in 2009.

• The ECSE (Early Childhood Special Education) Classroom: Designed to meet the unique strengths and needs of children ages 2 years, 6 months to 5 years old. Students must meet the eligibility requirements established by the State of Michigan Administrative Rules for Special Education.  The multidisciplinary team approach uses a play-based curriculum that includes focus on the development of individual skills such as: communication skills, motor skills, and social skills. 

• Both these programs are located at the Liberty School which also houses our District Offices, Community Education, and Alternative High School.
